If possible, the taxes on alcohol and tobacco will be raised to prevent problems related to their use. This will be done keeping in view the development of both the black market and the amounts imported by passengers.
More efficient measures will be taken to protect the people, especially children and teenagers, from problems caused by alcohol, tobacco, drugs and gambling.
The prevention of issues related to alcohol abuse will be based on regulating availability and price, as well as promoting healthy lifestyles.
The temperance legislation will be updated to further develop Services for substance abusers and substance abuse prevention done within the counties. The national alcohol programme, in which the central procedures are stabilizing the model of regional coordination, overall renewal of alcohol legislation and reviewing alcohol taxation, will be continued.
Alcohol marketing will be restricted by banning the common ways of marketing to children and teenagers, and by banning advertising that portrays alcohol as a means to social and sexual success. The hours during which alcohol advertising on TV and radio is permitted will be reviewed. Adhering to the rules of advertising will be more efficiently supervised, and the consequences of violations will be reviewed to find out if there is need for alterations.
The functioning of mental health and rehabilitation services will be ensured. Early intervention and the use of effective measures to stop alcohol abuse will be promoted. The central goal is to reduce the detriments of alcohol, such as mortality and disability, to individuals and society, and thus improve the people's health.
The availability of treatment and rehabilitation for substance abuse will be ensured by law for pregnant women and families with infants. The development and arranging of involuntary treatment will be given to the five districts of specialized healthcare (erva). The care and rehabilitation services provided by non-government organisations will be utilised.
The current retail monopoly will be retained in accordance to alcohol legislation. The ownership steering of Alko Oy will remain in the Ministry of Social Affairs and Health.
